BLACK SWAN is an annual communications exercise sponsored by the 4th Civil Support & Sustainment Brigade, Ohio Military Reserve. Emergency and disaster response agencies and individual volunteers were welcome to participate.

BLACK SWAN 22 began in the evening of 27 September and finished in the afternoon of 4 October 2022 (Eastern Time). The exercise was designed to help participants understand how their organizations will communicate in the hours and days that follow an event that interrupts communications infrastructure.
