The Winter Storm of February 2022 leading up to and during Groundhog Day provided an opportunity to conduct a no-notice exercise to assess how well we could manage real-world weather alerts.

Below we show below the standing Activation Notice for BLACK SWAN Net and the fragmentary Activation Notices for the operation dubbed GROUNDHOG DAY 22, followed by the complete After-Action Report/Improvement Plan (AAR/IP) for the exercise in Homeland Security Exercise Evaluation Program (HSEEP) format and a three-part video series on emergency activation of radio nets discussing this exercise.
