Many entities did not follow the exercise plan, leaving other participants staged to operate but never called according to the exercise plan, which was to follow the Ohio Section [of ARRL] Emergency Response Plan (OSERP), in accordance with their training and purported operation.

This page provided an opportunity for entities that were not called into exercise play to schedule a day for play in the scenario under direct control of the Control Cell without reliance on the ARRL Field Organization leadership.
